How do I send a message?

Messages are initiated by an entrepreneur when they receive a proposal from a freelancer and choose to respond. An entrepreneur may choose to decline a proposal, in which case a freelancer will receive a notification that their proposal was declined, but in this instance a message will not be initiated between the two parties.
